
云南:关于推动城乡建设绿色发展的实施意见
北(bei)极星环保网获悉,中共云(yun)南省委办公厅 云(yun)南省人民政府办公厅印发《关于(yu)推(tui)(tui)动城(cheng)乡(xiang)(xiang)建(jian)设绿色发展(zhan)的实施(shi)意见》,到2025年,城(cheng)乡(xiang)(xiang)建(jian)设绿色发展(zhan)体制机制和(he)政策体系基本(ben)建(jian)立,建(jian)设方(fang)式(shi)绿色转(zhuan)型成效显(xian)(xian)著(zhu),碳减排扎(zha)实推(tui)(tui)进,城(cheng)乡(xiang)(xiang)空间布局(ju)进一步(bu)优化,“城(cheng)市(shi)病”、“有新房无新村”等(deng)问题得到缓(huan)解,城(cheng)乡(xiang)(xiang)生(sheng)态环境(jing)质(zhi)量持续改善,城(cheng)乡(xiang)(xiang)发展(zhan)质(zhi)量、综合(he)治理(li)能力明显(xian)(xian)提(ti)升,资源配置更(geng)加合(he)理(li),绿色生(sheng)活方(fang)式(shi)普(pu)遍推(tui)(tui)广。全(quan)文如(ru)下:
为贯彻(che)落(luo)实《中共中央(yang)办(ban)公(gong)厅(ting)、国务院(yuan)办(ban)公(gong)厅(ting)印发(fa)〈关于推动城乡(xiang)建(jian)设(she)绿色发(fa)展的意见〉的通知》精神,结(jie)合我省(sheng)实际,提出如(ru)下实施(shi)意见。
一、总体要求
(一)指(zhi)(zhi)导思想。以(yi)习(xi)(xi)(xi)近平新时代中(zhong)国特色社会主(zhu)义(yi)思想为指(zhi)(zhi)导,深入贯(guan)彻党(dang)的十(shi)九(jiu)大和十(shi)九(jiu)届(jie)历次全会精(jing)神(shen),践(jian)行(xing)习(xi)(xi)(xi)近平生态(tai)文明思想,认真(zhen)落(luo)(luo)实习(xi)(xi)(xi)近平总书记考察(cha)云南重要讲话和对城乡建设工作(zuo)的重要指(zhi)(zhi)示批示精(jing)神(shen),完整、准确、全面(mian)贯(guan)彻新发(fa)(fa)展理念,坚持(chi)以(yi)人民为中(zhong)心(xin),坚持(chi)生态(tai)优(you)先、节(jie)约优(you)先、保护优(you)先,坚持(chi)系统观念,统筹发(fa)(fa)展和安全,落(luo)(luo)实国家《2030年前碳达峰行(xing)动方案》,加快城乡建设绿色转型,推(tui)进城乡建设高质(zhi)量(liang)发(fa)(fa)展。
(二(er))工作目标。到(dao)2025年,城(cheng)(cheng)(cheng)乡(xiang)(xiang)建(jian)设(she)(she)绿色(se)发展(zhan)体制机制和政策体系基本建(jian)立,建(jian)设(she)(she)方式绿色(se)转型成效显著,碳(tan)减排扎实推进(jin),城(cheng)(cheng)(cheng)乡(xiang)(xiang)空间布局进(jin)一步优化(hua),“城(cheng)(cheng)(cheng)市病”、“有(you)新房无新村(cun)”等问题得到(dao)缓解,城(cheng)(cheng)(cheng)乡(xiang)(xiang)生态(tai)环境质量持(chi)续改善,城(cheng)(cheng)(cheng)乡(xiang)(xiang)发展(zhan)质量、综合治理(li)能力明显提升(sheng),资源配(pei)置更加(jia)合理(li),绿色(se)生活方式普遍推广(guang)。
到2035年,城(cheng)乡建设(she)全(quan)面(mian)(mian)实(shi)现绿(lv)色(se)发展,碳减排水平快速(su)提(ti)升(sheng),城(cheng)市和(he)乡村品质全(quan)面(mian)(mian)提(ti)升(sheng),人居环境更加美(mei)好,城(cheng)乡建设(she)领域治理体系和(he)治理能力(li)基本实(shi)现现代化,全(quan)面(mian)(mian)建成我(wo)国生态(tai)文明建设(she)排头兵(bing)和(he)美(mei)丽(li)云(yun)南(nan)。
二、重点任务
(一(yi))加强统筹(chou)协调(diao),促进(jin)(jin)区(qu)域(yu)和城(cheng)(cheng)(cheng)市群绿色(se)发(fa)(fa)(fa)展。按照“滇中崛起、沿(yan)边(bian)开放、滇东(dong)北(bei)开发(fa)(fa)(fa)、滇西一(yi)体化”的(de)(de)(de)空间布(bu)局(ju)思路和省委、省政府对16个州(zhou)(市)的(de)(de)(de)发(fa)(fa)(fa)展定(ding)(ding)位,建立更加有效的(de)(de)(de)区(qu)域(yu)绿色(se)发(fa)(fa)(fa)展协调(diao)体制机制。加快(kuai)编(bian)制国土空间规(gui)划(hua),统筹(chou)划(hua)定(ding)(ding)生(sheng)态保(bao)护红(hong)线、永久基本农(nong)田、城(cheng)(cheng)(cheng)镇开发(fa)(fa)(fa)边(bian)界,明(ming)确(que)生(sheng)产空间、生(sheng)活空间、生(sheng)态空间。优(you)化城(cheng)(cheng)(cheng)市布(bu)局(ju),推(tui)动形(xing)成(cheng)(cheng)以(yi)昆明(ming)为(wei)中心、以(yi)都市圈(quan)为(wei)核心、以(yi)城(cheng)(cheng)(cheng)市群为(wei)形(xing)态、以(yi)县城(cheng)(cheng)(cheng)为(wei)重要(yao)载体的(de)(de)(de)新型城(cheng)(cheng)(cheng)镇化发(fa)(fa)(fa)展格局(ju)。按照城(cheng)(cheng)(cheng)郊(jiao)融合、集聚提升、特色(se)保(bao)护、搬迁撤并(bing)、兴边(bian)固边(bian)等类型,合理确(que)定(ding)(ding)村(cun)庄(zhuang)布(bu)局(ju)。建立健全(quan)与人口构(gou)成(cheng)(cheng)、产业结构(gou)相适应的(de)(de)(de)租售并(bing)举(ju)住房供应体系。落实最(zui)严(yan)格的(de)(de)(de)耕地(di)保(bao)护制度(du)(du)和水资(zi)源刚性约束制度(du)(du),集约节(jie)约用(yong)地(di),单位GDP建设(she)用(yong)地(di)占用(yong)面积达到全(quan)国平均(jun)水平。深入(ru)打(da)好污染防(fang)治攻坚战,持续整治人民群众反(fan)映(ying)强烈的(de)(de)(de)突出生(sheng)态环境问题,按照“退、减、调(diao)、治、管”要(yao)求(qiu)持续开展“湖泊(bo)革命”,加快(kuai)推(tui)进(jin)(jin)九大高原湖泊(bo)环湖生(sheng)态廊道(dao)建设(she)。
(二)提(ti)升城(cheng)市(shi)(shi)(shi)品质,建(jian)设(she)(she)人(ren)与自(zi)然和谐共生(sheng)(sheng)的(de)美丽城(cheng)市(shi)(shi)(shi)。强(qiang)化(hua)规划引领和设(she)(she)计引导,科学划定(ding)集约高(gao)效的(de)生(sheng)(sheng)产空间(jian)、宜居适(shi)度的(de)生(sheng)(sheng)活(huo)空间(jian)、绿色和谐的(de)生(sheng)(sheng)态(tai)空间(jian),合理确(que)定(ding)城(cheng)市(shi)(shi)(shi)开发(fa)强(qiang)度,建(jian)立规划留白机制。运(yun)用城(cheng)市(shi)(shi)(shi)设(she)(she)计方法,加(jia)(jia)强(qiang)公(gong)共空间(jian)界面管控,塑造(zao)各(ge)(ge)具(ju)特(te)色的(de)城(cheng)市(shi)(shi)(shi)空间(jian)形态(tai)。清单(dan)化(hua)开展(zhan)“城(cheng)市(shi)(shi)(shi)病”整治工作(zuo),着(zhe)力解决城(cheng)市(shi)(shi)(shi)交(jiao)通拥(yong)堵、违法违规建(jian)设(she)(she)、淹(yan)积水、管线(xian)杂乱、公(gong)共空间(jian)不(bu)足(zu)等突出问题。实施城(cheng)市(shi)(shi)(shi)功能完善(shan)工程,建(jian)设(she)(she)“一刻钟(zhong)便民生(sheng)(sheng)活(huo)圈”,因地(di)制宜推进海(hai)绵(mian)城(cheng)市(shi)(shi)(shi)建(jian)设(she)(she)、地(di)下综合管廊建(jian)设(she)(she),提(ti)高(gao)城(cheng)市(shi)(shi)(shi)防灾减灾能力,增强(qiang)城(cheng)市(shi)(shi)(shi)韧性。实施城(cheng)市(shi)(shi)(shi)生(sheng)(sheng)态(tai)修复工程,保护城(cheng)市(shi)(shi)(shi)山(shan)(shan)水自(zi)然风貌(mao)和历(li)史文化(hua)风貌(mao),加(jia)(jia)快城(cheng)市(shi)(shi)(shi)周边特(te)别是面山(shan)(shan)的(de)生(sheng)(sheng)态(tai)修复和建(jian)设(she)(she),防止(zhi)大规模迁(qian)移砍(kan)伐城(cheng)市(shi)(shi)(shi)树木。省(sheng)住房城(cheng)乡建(jian)设(she)(she)厅(ting)要(yao)会同省(sheng)直(zhi)有关部门,落(luo)实《云南省(sheng)人(ren)民政府关于(yu)统筹推进城(cheng)市(shi)(shi)(shi)更新的(de)指导意见(jian)》(云政发(fa)〔2020〕33号)要(yao)求,制定(ding)具(ju)体工作(zuo)细则,推动城(cheng)市(shi)(shi)(shi)更新各(ge)(ge)项(xiang)任务(wu)指标(biao)落(luo)实落(luo)地(di)落(luo)到项(xiang)目审批环(huan)节。
(三(san))实(shi)施乡村(cun)(cun)(cun)振兴,建(jian)(jian)(jian)设(she)(she)(she)(she)绿(lv)色生(sheng)态宜(yi)居(ju)的美(mei)丽(li)乡村(cun)(cun)(cun)。严格落实(shi)“四个不(bu)摘”要求,深化(hua)“一(yi)平台(tai)、三(san)机制(zhi)”,健全防返(fan)贫动态监(jian)测帮扶机制(zhi),坚决(jue)守(shou)住不(bu)发生(sheng)规模性返(fan)贫的底线。实(shi)施农(nong)(nong)业(ye)现(xian)代(dai)化(hua)三(san)年行(xing)(xing)动,做特“绿(lv)色食品牌”,推进(jin)“大(da)产(chan)(chan)业(ye)+新主(zhu)体+新平台(tai)”建(jian)(jian)(jian)设(she)(she)(she)(she),开(kai)展“一(yi)二三(san)”行(xing)(xing)动,建(jian)(jian)(jian)设(she)(she)(she)(she)国(guo)(guo)家农(nong)(nong)业(ye)绿(lv)色发展先行(xing)(xing)区和全国(guo)(guo)绿(lv)色农(nong)(nong)产(chan)(chan)品生(sheng)产(chan)(chan)基地。实(shi)施乡村(cun)(cun)(cun)振兴“百千(qian)万”示范工(gong)程(cheng),建(jian)(jian)(jian)设(she)(she)(she)(she)乡村(cun)(cun)(cun)田(tian)园综合体,培(pei)育(yu)壮大(da)乡村(cun)(cun)(cun)旅游、休闲农(nong)(nong)业(ye),形成(cheng)以一(yi)点(dian)(dian)带多点(dian)(dian)、多点(dian)(dian)带全面的工(gong)作格局。强化(hua)县、乡、村(cun)(cun)(cun)统(tong)筹,大(da)力推进(jin)村(cun)(cun)(cun)庄(zhuang)规划试(shi)点(dian)(dian)工(gong)作,建(jian)(jian)(jian)立乡村(cun)(cun)(cun)建(jian)(jian)(jian)设(she)(she)(she)(she)评价机制(zhi),实(shi)施村(cun)(cun)(cun)庄(zhuang)基础设(she)(she)(she)(she)施建(jian)(jian)(jian)设(she)(she)(she)(she)工(gong)程(cheng)和农(nong)(nong)村(cun)(cun)(cun)人居(ju)环境(jing)整治(zhi)提升五年行(xing)(xing)动计划,推进(jin)生(sheng)活(huo)垃圾、污水(shui)(shui)、厕所粪污、畜(chu)禽养殖(zhi)粪污治(zhi)理(li),开(kai)展农(nong)(nong)村(cun)(cun)(cun)水(shui)(shui)系综合整治(zhi),加快实(shi)施农(nong)(nong)村(cun)(cun)(cun)供水(shui)(shui)保障工(gong)程(cheng)。加强农(nong)(nong)房建(jian)(jian)(jian)设(she)(she)(she)(she)和技术(shu)服务,培(pei)养传(chuan)(chuan)统(tong)工(gong)匠,建(jian)(jian)(jian)设(she)(she)(she)(she)新型(xing)农(nong)(nong)房,完善水(shui)(shui)、电、气(qi)、厕配套附属(shu)设(she)(she)(she)(she)施,实(shi)施农(nong)(nong)房抗(kang)震改造(zao),因地制(zhi)宜(yi)推行(xing)(xing)既有农(nong)(nong)房节能改造(zao)。保护传(chuan)(chuan)统(tong)村(cun)(cun)(cun)落和乡村(cun)(cun)(cun)特色风貌,不(bu)破坏自(zi)然地理(li)格局、不(bu)盖高楼(lou),保护好文物古(gu)迹(ji)、传(chuan)(chuan)统(tong)村(cun)(cun)(cun)落、民族村(cun)(cun)(cun)寨、古(gu)树名木、传(chuan)(chuan)统(tong)建(jian)(jian)(jian)筑等。
(四)提(ti)升建筑(zhu)品(pin)质(zhi),促进绿(lv)色(se)(se)建筑(zhu)高质(zhi)量发展(zhan)。实施城(cheng)乡建设碳达峰、碳中和(he)行动,扩大城(cheng)镇绿(lv)色(se)(se)建筑(zhu)覆(fu)盖面(mian),鼓励(li)建设绿(lv)色(se)(se)农(nong)房(fang)(fang)。结合城(cheng)镇老旧小(xiao)区改(gai)造(zao)、农(nong)村危(wei)房(fang)(fang)改(gai)造(zao)、抗震加固等工作,推进既有建筑(zhu)节(jie)(jie)(jie)能(neng)和(he)绿(lv)色(se)(se)化改(gai)造(zao)。深化绿(lv)色(se)(se)建筑(zhu)、节(jie)(jie)(jie)约(yue)型(xing)机关(guan)、绿(lv)色(se)(se)学校、绿(lv)色(se)(se)医院、绿(lv)色(se)(se)商场(chang)(chang)创建行动。因地制宜(yi)推广适用(yong)的(de)建筑(zhu)节(jie)(jie)(jie)能(neng)低碳技术,提(ti)高建筑(zhu)平均节(jie)(jie)(jie)能(neng)率,降低碳排放强度。大力推广超低能(neng)耗、近零(ling)能(neng)耗建筑(zhu),发展(zhan)零(ling)碳建筑(zhu)。提(ti)升建筑(zhu)能(neng)耗监测能(neng)力,依法(fa)依规推动数据共享。通(tong)过合同能(neng)源管理、合同节(jie)(jie)(jie)水管理等市(shi)场(chang)(chang)化方式,促进建筑(zhu)节(jie)(jie)(jie)能(neng)节(jie)(jie)(jie)水。
(五(wu))完善基(ji)(ji)础(chu)设(she)施,提(ti)高(gao)城(cheng)(cheng)乡基(ji)(ji)础(chu)设(she)施体(ti)(ti)系(xi)化(hua)(hua)水(shui)(shui)(shui)平。深入开展城(cheng)(cheng)乡基(ji)(ji)础(chu)设(she)施建(jian)(jian)(jian)档和现状普查工(gong)作(zuo),推(tui)进(jin)城(cheng)(cheng)乡基(ji)(ji)础(chu)设(she)施补短板和更(geng)新(xin)改(gai)造(zao)专(zhuan)项行(xing)(xing)动,提(ti)高(gao)基(ji)(ji)础(chu)设(she)施绿色(se)(se)、智能、协(xie)同、安全(quan)水(shui)(shui)(shui)平。统(tong)(tong)(tong)(tong)筹推(tui)进(jin)地下空间综合(he)利用。优(you)化(hua)(hua)城(cheng)(cheng)市(shi)(shi)道(dao)路(lu)(lu)线型,提(ti)高(gao)路(lu)(lu)网密度,加强道(dao)路(lu)(lu)维护管理(li)(li)(li),建(jian)(jian)(jian)设(she)新(xin)老城(cheng)(cheng)区快速路(lu)(lu),科学布(bu)局(ju)过境交通通道(dao)。加强公交优(you)先(xian)、绿色(se)(se)出行(xing)(xing)的(de)城(cheng)(cheng)市(shi)(shi)街区建(jian)(jian)(jian)设(she),合(he)理(li)(li)(li)布(bu)局(ju)和建(jian)(jian)(jian)设(she)城(cheng)(cheng)市(shi)(shi)公交专(zhuan)用道(dao)、慢行(xing)(xing)系(xi)统(tong)(tong)(tong)(tong)。加快推(tui)进(jin)综合(he)交通枢纽建(jian)(jian)(jian)设(she),完善换乘系(xi)统(tong)(tong)(tong)(tong)、连接(jie)系(xi)统(tong)(tong)(tong)(tong)和辐射系(xi)统(tong)(tong)(tong)(tong)。统(tong)(tong)(tong)(tong)筹增加城(cheng)(cheng)市(shi)(shi)停(ting)车位,大力推(tui)广智慧停(ting)车。加强城(cheng)(cheng)市(shi)(shi)高(gao)层(ceng)建(jian)(jian)(jian)筑、大型商(shang)业综合(he)体(ti)(ti)等重点场所(suo)消防安全(quan)管理(li)(li)(li),推(tui)进(jin)城(cheng)(cheng)乡应急(ji)避难场所(suo)建(jian)(jian)(jian)设(she)。实施城(cheng)(cheng)镇污(wu)水(shui)(shui)(shui)垃圾(ji)(ji)处理(li)(li)(li)设(she)施补短板三年行(xing)(xing)动,推(tui)进(jin)城(cheng)(cheng)镇污(wu)水(shui)(shui)(shui)管网全(quan)覆盖,实现雨污(wu)分(fen)流,配套建(jian)(jian)(jian)设(she)中水(shui)(shui)(shui)回(hui)用设(she)施;规(gui)范开展库容已满垃圾(ji)(ji)填(tian)埋(mai)设(she)施封(feng)场治理(li)(li)(li),建(jian)(jian)(jian)设(she)一批生活垃圾(ji)(ji)焚烧厂。因(yin)地制宜(yi)推(tui)进(jin)农村改(gai)厕(ce)、生活垃圾(ji)(ji)处理(li)(li)(li)和污(wu)水(shui)(shui)(shui)治理(li)(li)(li)。
(六)突出云(yun)南特色,加强城(cheng)乡(xiang)历(li)(li)史(shi)(shi)文化(hua)保(bao)护(hu)传(chuan)承(cheng)(cheng)(cheng)。建(jian)立完(wan)善城(cheng)乡(xiang)历(li)(li)史(shi)(shi)文化(hua)保(bao)护(hu)传(chuan)承(cheng)(cheng)(cheng)体系,健(jian)全管理(li)监督机制,严格落(luo)实责任,加大历(li)(li)史(shi)(shi)文化(hua)名(ming)城(cheng)、名(ming)镇(zhen)、名(ming)村(传(chuan)统(tong)村落(luo))、街区和不(bu)可移动(dong)文物、历(li)(li)史(shi)(shi)建(jian)筑、历(li)(li)史(shi)(shi)地段等保(bao)护(hu)传(chuan)承(cheng)(cheng)(cheng)力度。把文物保(bao)护(hu)管理(li)纳(na)入(ru)国土空间规划编(bian)制和实施,不(bu)拆除(chu)历(li)(li)史(shi)(shi)建(jian)筑,不(bu)拆真(zhen)遗(yi)存,不(bu)建(jian)假(jia)古董(dong),做到按(an)级施保(bao)、应保(bao)尽保(bao)。建(jian)立健(jian)全修缮技(ji)艺传(chuan)承(cheng)(cheng)(cheng)人和工匠培养培训、评价机制,传(chuan)承(cheng)(cheng)(cheng)传(chuan)统(tong)建(jian)筑绿色营造方式(shi)。
(七)转变(bian)建(jian)(jian)(jian)造(zao)方(fang)(fang)式(shi)(shi),实现工(gong)(gong)(gong)(gong)(gong)程建(jian)(jian)(jian)设全过程绿(lv)(lv)色(se)(se)建(jian)(jian)(jian)造(zao)。开(kai)展(zhan)绿(lv)(lv)色(se)(se)建(jian)(jian)(jian)造(zao)示范工(gong)(gong)(gong)(gong)(gong)程创(chuang)建(jian)(jian)(jian)行动(dong),推(tui)(tui)广(guang)绿(lv)(lv)色(se)(se)化(hua)(hua)、工(gong)(gong)(gong)(gong)(gong)业(ye)(ye)化(hua)(hua)、信(xin)息化(hua)(hua)、集(ji)约化(hua)(hua)、产(chan)业(ye)(ye)化(hua)(hua)建(jian)(jian)(jian)造(zao)方(fang)(fang)式(shi)(shi)。积极稳妥发(fa)展(zhan)装配式(shi)(shi)建(jian)(jian)(jian)筑(zhu)(zhu),做好钢结构(gou)装配式(shi)(shi)住宅关(guan)键技术攻关(guan)和推(tui)(tui)广(guang)。提高(gao)预(yu)制(zhi)构(gou)件(jian)(jian)和部(bu)品(pin)部(bu)件(jian)(jian)通用性,不断提高(gao)构(gou)件(jian)(jian)标准化(hua)(hua)水平,加(jia)(jia)快推(tui)(tui)动(dong)形成完整产(chan)业(ye)(ye)链,推(tui)(tui)动(dong)智能建(jian)(jian)(jian)造(zao)与建(jian)(jian)(jian)筑(zhu)(zhu)工(gong)(gong)(gong)(gong)(gong)业(ye)(ye)化(hua)(hua)协同发(fa)展(zhan)。实行绿(lv)(lv)色(se)(se)建(jian)(jian)(jian)材产(chan)品(pin)认证制(zhi)度(du)(du),开(kai)展(zhan)绿(lv)(lv)色(se)(se)建(jian)(jian)(jian)材应用示范工(gong)(gong)(gong)(gong)(gong)程建(jian)(jian)(jian)设。加(jia)(jia)强建(jian)(jian)(jian)筑(zhu)(zhu)材料(liao)循环利(li)用,促进磷石膏(gao)、尾矿、建(jian)(jian)(jian)筑(zhu)(zhu)垃圾等减量化(hua)(hua),严格施工(gong)(gong)(gong)(gong)(gong)扬(yang)尘(chen)和噪声管控,严格执行施工(gong)(gong)(gong)(gong)(gong)现场公示牌(pai)制(zhi)度(du)(du)。推(tui)(tui)动(dong)传(chuan)统建(jian)(jian)(jian)筑(zhu)(zhu)业(ye)(ye)转型升级(ji),完善(shan)工(gong)(gong)(gong)(gong)(gong)程建(jian)(jian)(jian)设组织模(mo)式(shi)(shi),加(jia)(jia)快推(tui)(tui)行工(gong)(gong)(gong)(gong)(gong)程总承包(bao),推(tui)(tui)广(guang)全过程工(gong)(gong)(gong)(gong)(gong)程咨询。
(八)坚持(chi)绿色(se)(se)(se)发展(zhan),大力推(tui)进(jin)绿色(se)(se)(se)生(sheng)活(huo)(huo)。深入开展(zhan)绿色(se)(se)(se)生(sheng)活(huo)(huo)创建行(xing)动,促进(jin)绿色(se)(se)(se)消费,推(tui)广高效节(jie)(jie)能节(jie)(jie)水节(jie)(jie)材(cai)产品(pin),鼓励简化产品(pin)包装,制止餐饮浪费行(xing)为。倡(chang)导绿色(se)(se)(se)装修(xiu),鼓励选用绿色(se)(se)(se)建材(cai)、家具、家电。持(chi)续推(tui)进(jin)垃圾分(fen)类(lei)和减(jian)量化、资源化,建立(li)健全(quan)生(sheng)活(huo)(huo)垃圾分(fen)类(lei)投放、分(fen)类(lei)收(shou)集(ji)、分(fen)类(lei)转运、分(fen)类(lei)处理系统(tong)。推(tui)进(jin)“静脉(mai)产业(ye)”和固(gu)废(fei)集(ji)中处理产业(ye)园区建设。加强危险废(fei)物(wu)、医疗废(fei)物(wu)收(shou)集(ji)处理,建立(li)完善应(ying)急处置机制。通过城市用地布局引(yin)导职住平衡(heng),将通勤距(ju)离、时(shi)耗控(kong)制在合理范围,鼓励绿色(se)(se)(se)出行(xing)。
三、创新工作方法
(一)加(jia)强(qiang)城乡规(gui)(gui)划(hua)(hua)设(she)(she)计(ji)建(jian)(jian)(jian)(jian)(jian)设(she)(she)管(guan)(guan)理(li)(li)(li)。推(tui)进“多规(gui)(gui)合一”,建(jian)(jian)(jian)(jian)(jian)立(li)(li)健全国(guo)土空间规(gui)(gui)划(hua)(hua)体(ti)(ti)系并(bing)监(jian)督实施,协调把关(guan)(guan)城市空间组合形(xing)态,将相(xiang)关(guan)(guan)规(gui)(gui)划(hua)(hua)要(yao)求具(ju)体(ti)(ti)化(hua)和图(tu)形(xing)化(hua)。优化(hua)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)设(she)(she)计(ji)标准,强(qiang)化(hua)设(she)(she)计(ji)责(ze)任(ren)追究(jiu),严把建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)设(she)(she)计(ji)审批关(guan)(guan),加(jia)强(qiang)公(gong)共建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)、高层建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)特别是城市地标建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)的设(she)(she)计(ji)管(guan)(guan)理(li)(li)(li),杜(du)(du)绝贪大(da)、媚(mei)洋、求怪等乱(luan)象,重点项目要(yao)公(gong)开征集建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)设(she)(she)计(ji)优秀方案,提(ti)高审查层级(ji),建(jian)(jian)(jian)(jian)(jian)立(li)(li)信息公(gong)开共享(xiang)机(ji)制。推(tui)进城市管(guan)(guan)理(li)(li)(li)和执法(fa)(fa)体(ti)(ti)制改革(ge),加(jia)强(qiang)城市管(guan)(guan)理(li)(li)(li)执法(fa)(fa)机(ji)构和队伍建(jian)(jian)(jian)(jian)(jian)设(she)(she),提(ti)高管(guan)(guan)理(li)(li)(li)、执法(fa)(fa)和服务水(shui)平。村(cun)庄规(gui)(gui)划(hua)(hua)要(yao)管(guan)(guan)用、可用、实用。落实农(nong)(nong)村(cun)宅基地联(lian)审联(lian)管(guan)(guan)制度,满足农(nong)(nong)民合理(li)(li)(li)合规(gui)(gui)的建(jian)(jian)(jian)(jian)(jian)房需(xu)求。加(jia)强(qiang)乡镇(zhen)规(gui)(gui)划(hua)(hua)管(guan)(guan)理(li)(li)(li)队伍建(jian)(jian)(jian)(jian)(jian)设(she)(she),有条件的村(cun)要(yao)明确规(gui)(gui)划(hua)(hua)建(jian)(jian)(jian)(jian)(jian)设(she)(she)专管(guan)(guan)员,坚决(jue)杜(du)(du)绝乱(luan)占耕(geng)地建(jian)(jian)(jian)(jian)(jian)房问题。各级(ji)住房城乡建(jian)(jian)(jian)(jian)(jian)设(she)(she)部门(men)要(yao)将主战场放在城乡建(jian)(jian)(jian)(jian)(jian)设(she)(she)一线,下足绣花功夫(fu),认真研究(jiu)解(jie)决(jue)突出问题。
(二)扎(zha)实(shi)开展城市体(ti)(ti)(ti)检(jian)(jian)(jian)(jian)评(ping)(ping)估(gu)。实(shi)行“一(yi)年一(yi)体(ti)(ti)(ti)检(jian)(jian)(jian)(jian)、五年一(yi)评(ping)(ping)估(gu)”的城市体(ti)(ti)(ti)检(jian)(jian)(jian)(jian)评(ping)(ping)估(gu)制度(du)。城市政府要严(yan)(yan)格落(luo)实(shi)城市体(ti)(ti)(ti)检(jian)(jian)(jian)(jian)评(ping)(ping)估(gu)主体(ti)(ti)(ti)责(ze)任(ren),将绿色发展纳入评(ping)(ping)估(gu)指(zhi)标体(ti)(ti)(ti)系,制定年度(du)体(ti)(ti)(ti)检(jian)(jian)(jian)(jian)和整治(zhi)行动(dong)方(fang)案开展体(ti)(ti)(ti)检(jian)(jian)(jian)(jian)评(ping)(ping)估(gu),并依法(fa)依规向社会公开体(ti)(ti)(ti)检(jian)(jian)(jian)(jian)评(ping)(ping)估(gu)结(jie)果。加强对(dui)相关规划实(shi)施的监督(du),维护规划的严(yan)(yan)肃性(xing)权威性(xing)。
(三(san))切实加大(da)(da)科(ke)(ke)技(ji)创(chuang)(chuang)新(xin)力度。培育壮大(da)(da)一批(pi)绿色低碳(tan)技(ji)术创(chuang)(chuang)新(xin)企(qi)业,充分发挥(hui)各(ge)类创(chuang)(chuang)新(xin)平台对绿色低碳(tan)技(ji)术的(de)支(zhi)撑作用。组织开展重大(da)(da)科(ke)(ke)技(ji)项目(mu)攻关(guan),实行重点项目(mu)“揭榜挂帅”,支(zhi)持申报(bao)支(zhi)撑城乡建设绿色发展的(de)国家科(ke)(ke)技(ji)计划(hua)项目(mu)。建立城乡建设绿色发展的(de)科(ke)(ke)技(ji)项目(mu)成果库和公开制度,推动(dong)形(xing)成政企(qi)学(xue)研用联动(dong)机(ji)制,加快科(ke)(ke)技(ji)成果转(zhuan)化。以南(nan)亚(ya)(ya)东南(nan)亚(ya)(ya)为重点,加强国际项目(mu)合作建设,在国际化工程建设标(biao)准方面进行积极探(tan)索。
(四)提升(sheng)城(cheng)市(shi)(shi)(shi)(shi)智慧(hui)化(hua)水平。深入开展“数(shu)字住建”、城(cheng)市(shi)(shi)(shi)(shi)信息模型(CIM)基(ji)础(chu)平台建设,打破信息孤(gu)岛(dao)和数(shu)据分割,拓宽数(shu)字治(zhi)理(li)应用(yong)场景。加(jia)快“城(cheng)市(shi)(shi)(shi)(shi)大脑(nao)”建设,加(jia)强(qiang)市(shi)(shi)(shi)(shi)政基(ji)础(chu)设施(shi)和城(cheng)市(shi)(shi)(shi)(shi)环境管(guan)理(li),综合治(zhi)理(li)城(cheng)市(shi)(shi)(shi)(shi)交通(tong)(tong)拥堵和交通(tong)(tong)违法行为,加(jia)强(qiang)城(cheng)市(shi)(shi)(shi)(shi)防灾(zai)减灾(zai)能力(li)建设和智慧(hui)化(hua)管(guan)理(li)。健全工程(cheng)建设项目审批管(guan)理(li)系(xi)统,逐(zhu)步(bu)实现各(ge)地区各(ge)部门(men)工程(cheng)建设项目审批智能化(hua)全程(cheng)网(wang)上办理(li),推进与投资项目在线审批监管(guan)平台等互联互通(tong)(tong)。搭建智慧(hui)物业(ye)管(guan)理(li)服务(wu)平台,加(jia)强(qiang)社区智慧(hui)化(hua)管(guan)理(li),提升(sheng)群众获得(de)感。
(五)推动(dong)共建共治共享。建立党组织统(tong)一领导、政(zheng)府依法履责(ze)、各类组织积极协同、群(qun)众(zhong)(zhong)广(guang)泛参与,自治、法治、德治相(xiang)结合的基层治理体系(xi),推动(dong)形成(cheng)政(zheng)府治理和社会调(diao)节、居民自治良性互动(dong)的工作格(ge)局。依法依规(gui)探索适宜城(cheng)乡(xiang)社区治理的项(xiang)目招投标、奖(jiang)励等(deng)机制。以爱国卫生(sheng)“7个专项(xiang)行动(dong)”、城(cheng)镇老旧(jiu)小区改造、“完整社区”建设试点、历史文化街区保护与利用、美(mei)丽(li)乡(xiang)村(cun)建设、生(sheng)活(huo)(huo)垃圾分类等(deng)行动(dong)为抓(zhua)手(shou)和载体,构建社区生(sheng)活(huo)(huo)圈,广(guang)泛发动(dong)组织群(qun)众(zhong)(zhong)共同建设美(mei)好家园。
四、保障措施
(一)加(jia)强(qiang)党(dang)(dang)的(de)全面领导。把党(dang)(dang)的(de)全面领导贯(guan)穿城(cheng)乡建(jian)设绿色发展各方面各环(huan)节(jie),建(jian)立省负总责,州(zhou)(市)、县(市、区(qu))具(ju)体(ti)负责的(de)工(gong)作(zuo)机(ji)制。各级党(dang)(dang)委、政府要切实加(jia)强(qiang)组织领导,加(jia)快形成(cheng)党(dang)(dang)委统一领导、党(dang)(dang)政齐抓共管的(de)工(gong)作(zuo)格局,明确本地(di)区(qu)的(de)工(gong)作(zuo)目标和重点(dian)任务,制定(ding)具(ju)体(ti)措施和时间(jian)表、路线(xian)图,推(tui)动城(cheng)乡建(jian)设绿色发展。
(二)建(jian)立完(wan)善工(gong)作机制。省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)住房城乡建(jian)设厅(ting)(ting)(ting)(ting)牵头,会同省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)发(fa)展改革委、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)工(gong)业和信息(xi)化(hua)厅(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)民(min)政厅(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)财(cai)政厅(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)自(zi)然资源厅(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)生(sheng)态环境厅(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)交通运输厅(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)农业农村厅(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)水利厅(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)文化(hua)和旅(lv)游厅(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)应急厅(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)市场监管局、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)地方(fang)金融监管局等部门,建(jian)立省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)级(ji)城乡建(jian)设绿(lv)色发(fa)展联席(xi)会议制度,加(jia)强业务指导(dao)、组织协调、监督检查和考核评(ping)价,做好政策衔接,制定(ding)标准制度,把项目工(gong)作法、一线工(gong)作法、典(dian)型引路法落实到具体(ti)行动(dong)中,及时研究解决推进过程(cheng)中的(de)重点(dian)难(nan)点(dian)问题。
(三(san))健全支(zhi)撑保(bao)障体(ti)(ti)系(xi)。加(jia)大财政、金融支(zhi)持力度,完(wan)善(shan)绿(lv)色(se)金融体(ti)(ti)系(xi),支(zhi)持城乡(xiang)建设(she)绿(lv)色(se)发(fa)展(zhan)(zhan)重大项目和重点任务。健全社会(hui)公(gong)众满意度评价和第三(san)方(fang)考评机(ji)制,由群众评判城乡(xiang)建设(she)绿(lv)色(se)发(fa)展(zhan)(zhan)成效(xiao)。围绕(rao)培(pei)育绿(lv)色(se)发(fa)展(zhan)(zhan)新动能(neng),加(jia)快管理、技术(shu)和机(ji)制创新,加(jia)强法治保(bao)障,推进城乡(xiang)建设(she)领域治理体(ti)(ti)系(xi)和治理能(neng)力现(xian)代化。积(ji)极培(pei)育与城乡(xiang)建设(she)绿(lv)色(se)发(fa)展(zhan)(zhan)相适应的市场主体(ti)(ti)和人才队伍。
(四)加大培训(xun)(xun)宣传(chuan)力度。省(sheng)委(wei)组织部、省(sheng)住(zhu)房城乡建设厅要会(hui)同(tong)省(sheng)发(fa)(fa)展改革委(wei)、省(sheng)自然资源(yuan)厅、省(sheng)生态环(huan)境厅加强培训(xun)(xun),不断提高党(dang)政(zheng)主(zhu)要负责同(tong)志推(tui)动城乡建设绿色发(fa)(fa)展的(de)能(neng)力和(he)(he)水平。在省(sheng)委(wei)党(dang)校(云(yun)(yun)南(nan)行政(zheng)学院(yuan))、各类干部学院(yuan)增加相关培训(xun)(xun)课程,编制具有云(yun)(yun)南(nan)特色的(de)教(jiao)材,教(jiao)育引导(dao)广(guang)大干部和(he)(he)专业技术人员(yuan),积极推(tui)动城乡建设绿色发(fa)(fa)展。加强教(jiao)育宣传(chuan)和(he)(he)舆论引导(dao),普及城乡建设绿色发(fa)(fa)展法(fa)律法(fa)规和(he)(he)科学知识(shi),广(guang)泛宣传(chuan)先进经验和(he)(he)典型(xing)做法(fa),营造有利于城乡建设绿色发(fa)(fa)展的(de)社会(hui)氛围(wei)。
